The initiative consists of a formal process of sequential phases: i) protocol development; ii) systematic reviews of outcomes used in RCTs in five key areas over the last 10 years; iii) formal synthesis and input from stakeholders through a Delphi consultation; iv) semi-structured discussion and consensus development at workshop; v) second phase of consultation and publication of consensus guidelines.
